Midday: Bethmann meets with Moltke and Falkenhayn. Moltke wants to order immediate German mobilisation and opening of hostilities. Instead, it is decided to first send an ultimatum to Russia to cease its mobilisation, and to proclaim the “State of Imminent Danger of War”.
